On-site Pre-school Rehabilitation Services​

Magic Learning and
Development Support Project

With the emphasis on tripartite collaboration, parents, schools, and our professional team work seamlessly together to provide comprehensive supportive services to facilitate the growth and development of children with special education needs.

Service Features and Scope

  • School-based individual or group training supplemented with training at our centres equipped with rehabilitation facilities
  • On-site professional consultation services and demonstration, talks, workshops and seminars for teachers and child care workers

  • Talks, workshops and seminars for parents and carers

Target Service Users

  • žChildren with mild disabilities aged below 6 attending the participating KGs or KG-cum-CCCs.

  • Children on the waiting list of Social Welfare Department (SWD)’s central referral system are given priority. If there is vacancy, NGOs may exercise flexibility to provide services for children who are waiting for assessment by Child Assessment Centres (CAC), provided that the number of these children will not exceed 10% of the team’s service capacity.

  • Training Subsidy Programme for Children on the Waiting List of Subvented Pre-school Rehabilitation Services (TSP) Users – Users who are receiving “High Level Subsidy” will be required to change to receive “Normal Level Subsidy” if they opt for OPRS upon medical recommendations and means tests will be required. The maximum monthly family income will be 75% of the Median Monthly Domestic Household Income by household size. The TSP service will be cancelled should the families fail to pass the means tests.

  • Teachers/Child Care Workers and Parents/Caregivers of the above-mentioned children.

Application Procedures

  1. After assessment by a pediatrician, psychologist, or other qualified professionals recognized by SWD, referrals can be made by medical social workers or family caseworkers or any social workers in casework service setting to the Central Referral System for Rehabilitation Services of the Social Welfare Department

  2. Subject to availability of placement, service operator can follow the SWD’s instruction and activate the relative mechanism to provide services for children who are waiting for assessment by CAC.

  3. TSP users who are receiving “High Level Subsidy” opt for OPRS upon medical recommendations

Service Scope

  • School-based individual/group rehabilitation training, supplemented with training at NGO centres equipped with rehabilitation facilities.

  • On-site professional consultation services and demonstration, talks/workshops/seminars, etc. for teachers and child care workers.

  • Talks/workshops/seminars for parents/caregivers.

Service Fees

No addidtional charge apart from the fees for KG/KG-cum-CCC.

Withdrawal from Service

The services would only be provided until (whichever is the earlier): 

  • The first 1st September after the child has attained the age of 6; 
  • The child is admitted to primary school; 
  • The child is granted service allocation on Special Child Care Centre; 
  • The child has reached the developmental stage of children with the same age;
  • The child’s departure from the participating KGs/KG-cum-CCCs. 
  • Child who participated in the project before 1st October, 2018, parents can make their choice to accept the subvented services or continue participating in this project once child receives subvented preschool rehabilitation services placement.
