Milestones

1926

Poverty and malnutrition in Hong Kong during the first quarter of last century led to a difficult and often tentative life situation for many of Hong Kong’s children. In 1926, Mr T.M. Hazlerigg persuaded several of his philanthropic friends to sponsor the recruitment of two trained nurses to run day clinics in Wanchai and Ma Tau Chung. Mothers brought their babies to be fed, bathed and weighed, and to receive free milk powder and orange juice, and general advice on health care.

The overwhelming demand for these services led Hong Kong Society for the Protection of Children to formally register as a charity, under the chairmanship of the Hon Sir Shouson Chow, Kt.

The Women’s Auxiliary (later renamed as the Fund Raising Committee) was established to raise much-needed money to fund HKSPC services.

The first Day Crèche “Lien Yuet Sien Crèche” was opened to cater for the needs of young children.

HKSPC ceased to function entirely during the Japanese occupation of Hong Kong. Rebuilding began in 1946.

HKSPC was granted a site at Portland Street, Kowloon (the current Head Office) and received a donation of HK$220,000 from the War Memorial Committee to establish a centre and a day crèche on Portland Street to provide care for babies. (Photo taken in 1980)

A residential crèche was established at Ma Tau Chung, providing 24-hour care for children who were malnourished and from families suffering social problems. This was later moved to Portland Street in 1988. (Photo taken in 1970)

The first Day Nursery, “Western Day Nursery” was established to provide children with a safe, happy and stimulating learning environment.

Incorporation of the Society under the Hong Kong Society for the Protection of Children Incorporation Ordinance in 1969.

The ground breaking ceremony for the redevelopment of the Society’s Portland Street Building.

The first phase of the new Portland Street Headquarters Building was completed, comprising a residential crèche, a day crèche, a day nursery and the HKSPC’s head office. The second phase involved the demolition of the old building and transformation of vacated land into a garden, playground and covered play area.

Christopher Pattern, the last Governor of Hong Kong visited the Portland Street Building.

The After School Care Centre was established for children who would otherwise be at home alone, while both parents worked.

The Advantage Trust Reading Room was opened to provide a favorable environment to develop good reading habits and foster a love and appreciation of books among children.

The Morgan Stanley IT Learning Centre was opened to provide regular, tailor-made computer courses and activities for children from HKSPC’s nursery schools and other service units.

The first Children and Family Services Centre was opened in Ma Tau Chung, Kowloon City to provide support to families at risk and to help prevent serious family problem. It began to provide services to ethnic minorities in 2005. The centre was renamed as Children and Family Services Centre (Kowloon City) in 2011.

Protection of Angels Fund was established to provide subsidies to facilitate community integration of underprivileged children.

HKSPC started to pilot School Social Work Service in selected nursery schools with higher concentration of deprived children to identify and provide early intervention to children and families in need of support.

The second Children and Family Services Centre (Sham Mong Districts) was officially opened in 2011 to provide assistance to disadvantaged families with children, including single parent, new arrival and low-income families.

The Toy Library service was launched in Children and Family Services Centre (Sham Mong Districts). Through quality play time and toy borrowing services, we promote the idea of “learning through play” and facilitate intimate and positive parent-child interactions.

The opening ceremony of “Loving Families‧Love-to-Play” project was held on 14th May 2011 at the headquarters of HKSPC.

HSBC Multisensory Playroom was established. The 1000 sq. ft. indoor playroom provides appropriate sensory stimulation activities and play space for disadvantaged children over 6 months of age to help enhancing their social, emotional, cognitive, physical and language development.

The Science Wonderland was established. It offers a series of creative and interesting science classes and activities for our N3 and N4 nursery school students, fostering their curiosity and inspiring their observation and exploration skills, as well as their foundation in learning science.

The Educational Psychology and Developmental Support Services was established in 2009. In response to the high demands for early identification and intervention to children’s diverse learning needs, the service expanded and was renamed as Centre for Child Enlightenment in December 2013. Carrying the mission of “Enlightening every children’s potential”, the Centre offers professional consultation, assessment, counseling and individual/group training services to children, parents and professionals who care about children’s development.

The “Sign Language Collaborative Programme for Infants” was fully implemented at our 5 day crèches with the cooperation with the Department of Linguistics and Modern Languages of the Chinese University of Hong Kong. The Programme is aimed to facilitate infants’ interaction with adults, cognitive and language development, as well as ability to express emotions.

The Centre for Child Enlightenment launched the Magic Learning and Development Support Project to provide rehabilitation services for participated kindergartens and nursery schools, so that children with special needs could receive necessary training within the golden treatment period.

The Children and Family Services Centre (Kowloon Bay) set up the Parent-child Quality Play Corner to provide a child-based environment and facility for children to read and play with their parents, enjoying quality time together.

Stationing Social Work Service for Young Children was officially extended to all of our 17 nursery schools, providing timely support to children and families in need through case work, play therapies, parent consultations, parent talks and workshops, parent-child activities and teacher training.

Children’s Residential Home completed a major renovation project, providing a more modern and pleasant living environment to young children. Children’s Nutritious Diet Enhancement Scheme and Child Care Plan Management System were implemented to address the current needs of children and their parents closely.

In response to the increasing demand for professional parent education, HKSPC launched two Parent Resources Projects. Parent @ Super Start Project provides professional parent education and support to first-time parents, while PaMa Kids assists parents on conducting developmental appropriate activities with their young children.

Stationing Social Work Service for Young Children participated in Social Welfare Department’s “Pilot Scheme on Social Work Service for Pre-primary Institutions”, extending the service to 24 kindergartens and nursery schools.

As a result of the joint efforts with the Council of Non-profit Making Organisations for Pre-primary Education (CNOPE), a reform project was carried out at Children’s Residential Home to implement a new service model which includes improved and additional training, expanded resources, and higher staffing ratios. There has been a revamping of manpower structure, children’s daily routine and educare programme as well as front-line workers deployment and multi-disciplinary collaboration.
