Key Responsibilities: 

• Plan, design, and supervise major capital projects, including Additions & Alterations (A&A), comprehensive renovations, and sustainability-focused improvement works
• Conduct technical feasibility studies, prepare cost estimatesand project programme to support government and internal funding applications
• Oversee the end-to-end facilities lifecycle for sole-owned buildings and service units, ensuring environments are safe, high-performing, and conducive to productivity
• Provide expert professional advice on the design, installation, and operation of critical building services systems
• Ensure compliance with statutory requirements across all BS installations
• Propose and implement upgrades to building fabric and systems to enhance standards and long-term sustainability
• Lead the preparation of bidding documents and manage tender procedures to ensure strict adherence to internal policies and Government procurement guidelines
• Supervise the performance of the in-house technical team, external consultants, and contractors to ensure service levels meet quality and safety standards
• Perform ad-hoc assignments and other duties as required

Requirements: 

• Degree in Building Services, Electrical, or Mechanical Engineering or related discipline
• Corporate Membership of HKIE or equivalent
• Minimum 8 years of relevant experience in building services maintenance, including at least 3 years in managerial or supervisory capacity
• Proven track record in managing preventive/corrective maintenance programs and complex project management
• In-depth knowledge of Fire Services, Lift systems, Electrical, and MVAC installation
• Exceptional budgeting and cost control abilities
• Strong stakeholder management, interpersonal and communication skills
• Competency in AutoCAD and Microsoft Office; knowledge of BIM will be an advantage
• Proficient in both English and Chinese
